Do not use if safety seal is broken or missing. All bottles contain a plastic outer seal and a pressure inner seal. As per FDA regulations, inner seals are not glued, they are pressure applied. When opened, the seal may come off inside the cap. If seal is present and stuck under the lid, the product is safe to use.
